Recognizing images with handwriting is called Inelegant Character Recognition (ICR) which is similar to OCR but requires some sort of AI to recognize the characters. Sometimes OCR engines are able to detect some characters but unless the writing in the image is clear and the characters are spaced, you will need ICR. I used ICR in the past from leadtools and it was accurate (As accurate as it can be when using scanned images). I sometimes needed to apply image processing on the images to enhance the results accuracy. The most famous and use OCR reader library available is tesseract library. There's a C# wrapper of this library available as open source project which you can use. But this will be tricky to read hand writing but give it a try.
