how to decode utf-8(from image) in c#

i want to know a way to decode utf-8 code which is present in image(jpeg,png,gif,etc) and store it in string variable in c#

            {
                reader.Peek();
                var encoding = reader.CurrentEncoding;
            }

in the above code, replace the path to the file name in the bracket.
