Not all Windows Server versions support NLB. Check you install a version that includes the NLB role, such as Windows Server 2019 Standard or Datacenter edition. Pay close attention to network adapter configuration during virtual machine creation (Step 2) of @Abhishek Yadav answer. You'll need at least two virtual network adapters: one for management traffic and another for client traffic. Check firewalls on the physical machine and virtual machines allow communication on the ports used by NLB (default port for NLB traffic is TCP 4950).
