I have simple effect that contains a text title which moves left to right with 3 seconds delay. And I have another video where I want to put this effect on video and I want get new video output as MP4 format. If OpenCV is not able to do this then please suggest me some other frameworks?
Note: Suggested frameworks must support Python or C/C++.
