Is the ClusteredIndex advisable for a table which contains Millions or Billions of Records ?

Is the ClusteredIndex advisable for a table which contains Millions or Billions of Records ?

I have seen around two big projects in my career in which the database size is in TerraBytes. They never use clustered index in it.

Whats the actual reason behind it ?
