Start/Stop Windows Service under Vista without Admin Privilege

Hello,
I have copule of windows services in my software, and a monitoring application which gets auto started during system bootup and sits into system tray.

Using the monitoring application user should be able to start and stop the the services (One installed under Local System, another under his own account) without having to have Admin Privileges. This works fine in XP and with UAC turned off, but if UAC is turned on it throws an 'Access Denied' exception.

Is there any way for the application to stop/start the windows services?
I cannot do 'run as administrator' as it should be auto started during system bootup.
I also cannot add manifest file to give it admin privileges as Windows Defender will block the application form autostarting during system bootup.
