use encodeURIComponent() function of javascript to do so.

Ex.

var TarUrl="http://localhost:49852/api/Review/SearchGrdReview/UP/PFRS101-BI16001";

$http.get(encodeURIComponent(TarUrl));

undefined is not a problem my problem is "UP/PFRS101-BI16001/" how to eleminate "/" in string

That is because the model you are having, or the elements you are using are undefined (changes are you are mapping them to wrong values). Kindly show the Angular code too.
