Got the below message, while trying to set up the Microsoft Azure Trial for 30 days.
You’re not eligible for an Azure free account.
Don’t worry—you can still use Azure by paying as you go, with no upfront commitments. Cancel anytime.

I found the below article,

and understood and confirmed with the Microsoft Support Engineer that the,
Azure allows only one free account per email address and credit or debit card. If you’ve already signed up for a free account using a specific email or credit card, you won’t be able to create another one.
If you still want to create an Azure trial, use a new Credit or Debit card and new email address which never been used before, creating the Trial.
