C# Fish Tank

Question

I'm having problems coding a fish tank project in C#. The fish need to be able to swim around and move to a target location from what ever point they are created at.  I have the individual fish being created and a target location set, but when I run the program, it freezes up without an error. Can someone please take a look at it.
