create custom webhook receiver ?

I am very new to programing and have no idea about creating webhook receiver. I tried searching on net and all i get is to install receiver package from nuget. Ther is no sample to show how to create webhook receiver for which nuget package does not exist. Can any one help me to know where and how to start ?
