Create SharePoint public site

Hi All,

I have a requirement to create a Public SharePoint site. Can anyone please tell me how we can create a site that anyone can access it through the internet.

I need to create internet site using SharePoint on-premise or SharePoint Online. If it is possible then please share the steps that are involved in site creation.
