Database Server Issue on remotely access?

Hello  all.

 

i have a issue,my application hosted on seprate webserver while database server is also seprate. suddenly there was a electric shut down and after shut down i have start all server but now i can not access database server remotely and my application is not working properly due to database connectivity . how can reslove this issue
