Design Manager is not avaliable in SharePoint 2013

The design manager in my sharepoint 2013 is not avalible also the SharePoint Publishing Infrastructure Feature is not showing under site collection, Please help me to configure this issue.

Hi Feroz,

Can you please specify the version of Sharepoint you are using?

If its sharepoint foundation the publishing infrastructure feature wont be available you need to deploy to the server and activate the feature.

Hi Raghavendar,
Thank you for your reply, yes it is SharePoint Foundation 2013. the link you send i download the zip file but it also said that To deploy the solution, download this package, unzip it to your SharePoint server and run the InstallFoundationPublishing.bat script.

The InstallFoundationPublishing.bat script is not their in that zip folder.
what should i do now.
I need to add .HTML Page in my new web application for front web page, is their another way to do it without design Manager.
