Looking at your syntax you are calling to webapi from Angular application , here is code
var webapiendpoints = "http://localhost.testAPI/Employee/Get";

function GetEmployeeByParams (){

   return this.http.get(this.webapiendpoints+  "/" + encodeURIComponent(params)
   .toPromise()
   .then(response => response.json())
   .catch(this.handleError);
}
