functionality implementation in xamrian

Question

Hello everyone,

 

I want to make roller slider in xamrian form like below  

 

 

In this from left arrow horizontal line will move up and  down, And from right arrow horizontal line will rotate on particular angular that depends on how much we want to rotate.
