another way is if you really want experts, check technical forums and identify good developer who is helping in forum by answering technical questions with code for Angular and PostgreSQL, try to connect them and approach

You could allow them to work from home. So, people can give more time to your work.

Hello,
As per my understanding, based on the interview, you are not accurate in saying that 100% he/she can be suitable. Sometimes people are not given the interview as per our expectations, but actually they are good from a practical point of view, so give them the opportunity if you are thinking he/she can fit my expectation of the 70 to 80 percent.
No one is 100 percent suitable for any kind of job.

Before scheduling interview take assessment via online many AI based assessment provider exists connect with them they provide MCQ based assessment, coding challenges etc
