How can i do voice broadcasting in my window application?

Hello,

      

      For my final semester project,i have to develop a window application that sends a recorded message to a group of people at a time as a voice call(Voice broadcasting).Once the call has been answered people who receives should hear the particular recorded message.

 

How can i do this?
