how to add map in website ,which zooms select,hotspots

Question

i am developing a website which need to have a map of delhi and i have to run the website on intranet and display map and show hotspots,zooms,select ,distance between two points .I am confused how to do it ,by image map or what??It have search button for hotspots too.
need help ,urgent
