How to publish a "local" website

I have created a web app, published it to a local folder and attempted to use IISV5.1 to publish the thing locally. My goal is to send a published version to someone who does not have the necessary software to open and run the app out of Visual Studio.

They must have a server of some type; either IIS or Apache or something. Installation depends on what server you are using; do you know what they are using or will use?
