Is there scheduling in Sharepoint? (To send mails for example)

If it is a sharepoint online then you can use power automate to send schedule email.

Yes you can do,

Using Recurrence trigger action in powerautomate you can able to schedule a action to do some stuffs.

I am not sure about creating schedulers. but you can sebd email when any update is done to list
