text from clilpboard as html formate

What you want to do is possible, I know this because if you copy some text on a webpage you can past it in word and it keeps the formatting, or if you past it in visual stuido it will show you the code. Microsoft implmented it, but I do not know how to use it. You will need to read the data off the clip board and then render it somehow in your application. But the format data is available. What control are you trying to format it in? A richTextbox?
