Unabel to add mvc view in am asp.net core 3.1 web application

Question

I am new to asp.net core mvc 3.1,I have created an asp.net core web application in which i have chosen an empty templet which i will convert to mvc using  method(AddControllerWithViews()).I am unable to add mvc view in that.whenevr i try to add view, it gives me the only option of adding razor pages or views.I tried this by creating new app with mvc templet also but same happens in it.May i know what is wrong with this.Am i missing something?
