Does it need any government approval or paperwork to sell eBooks on personal site? I have heard that you need to have GSTIN number for this?

Seriously GSTIN ??? Filing GST returns is simpler than these govt approval.

You need to have a business registered to sell anything so government can keep track and you can pay taxes on sale and profits, depending on country and even states. You need to check with a local business attorney and local law.
